I know in California it is. Any magazine that holds more than 10 rounds is considered “high capacity” and is illegal.
Not sure on the loaded firearm bit… California gun laws are crazy restrictive.

I have nothing to add to this conversation, but properly used semicolons always make me smile.
I think higher numbers would lead to reform on its own. When you’re scraping by at the bare minimum, a lot of stuff gets overlooked just to maintain numbers.
More cops would make it a lot easier to have better standards, and raise the average competency level.
