Missouri Attorney General Andrew Bailey, alongside GOP attorneys general in Kansas and Idaho are using the same logic (benefits of amount of representation at the Federal level) the Southern Slave states used to argue for their right to partially count slaves as a population to gain more benefits at the Federal level.
