Friend had a fake cigarette some 25+ years ago and it had orange crumbled foil at the end which looked like it’s glowing under light. No batteries.
Yeah, we had one as a prop in the 90s that had orange foil inside and a mesh in front, so when it moved around the fire looked alive.
And you’d load it with flour and blow through it to make a pretty convincing puff of smoke.

Then perhaps they’re neglecting or outright ignoring OSHA regulations. Anything that can potentially cause a spark is banned from oil refineries.
